AUSTIN – Gov. Rick Perry has announced
the appointment of five persons to the Parental Advisory Committee
for terms to expire at the pleasure of the Governor. The Parental
Advisory Committee advises the Department of Family Protective
Services on policies affecting parents, including investigations
of abuse and neglect, alternative placement policies, and
standards for persons who investigate allegations of abuse or
neglect.
John R. Castle Jr. of Dallas is an attorney and retired executive
vice president for EDS. Castle is a member of the Dallas Bar
Association and is a fellow of the Texas Bar Association. He
serves on several boards of directors, including the Texas Family
and Protective Services Council, the Dallas Institute of
Humanities and Culture, and is chairman of the Dallas Foundation
and TexProtects. Castle received his bachelor’s and law degrees
from the University of Texas. Castle has been appointed to serve
as chairman of the committee.
Lois Gamble of Austin is an early childhood consultant and
director of accreditation for the National Association of Child
Care Professionals. She is a member of the National, Texas and
Austin Associations for the Education of Young Children and a
member of the Child Development Education Alliance. Gamble
received her bachelor’s degree from the University of Texas at
Austin.
Tim Lambert of Lubbock is president and director of the Texas Home
School Coalition. Lambert served as director of Hope for Texas and
on the advisory committee of the National Center for Home
Education. He is an elder of the South Plains Bible Chapel.
Lambert received his bachelor’s degree from Texas Tech University.
Dr. Herschel C. Smith Sr. of Houston is a pastor. He is the
founder and executive director of the Fellowship Home for the
Homeless. He was honored by the Forward Times in Houston as
Minister of the Decade in 1999 and was the first Houstonian to win
the national Jefferson Award for Outstanding Public Service
Benefiting the Local Community. He served in the United States
Army for three years. Smith received his bachelor’s, master’s and
doctoral degrees in theology from Mt. Zion Bible Institute.
Francisco G. Zarate of Rio Grande City is executive director of
the Community Action Council of South Texas. Zarate is a member of
the Texas Head Start Association, the Valley Primary Care Network
and the National Association of Community Action Agencies. He
serves on the Board of Education of the Rio Grande City
Consolidated I.S.D. Zarate volunteers for the Children’s Defense
Fund of Texas and previously served on the Texas Commission on
Volunteerism and Community Service. He received his bachelor’s
degree from the University of Texas and his master’s degree from
Trinity University.
