Senate Bill 861

SB861 has been placed on the Local and Consent Calendar in the House. To effectively kill a bill on this calendar, there must be five representatives who object. The most certain way to do this would be to have 5 signatures of representatives objecting to SB861.
· Under SB861, a child could be defined as "at risk" based on six unexcused
school absences in 6 months. This could strike directly at families
transitioning into home school.
· If a home school family has ever been involved with CPS, then their
children could be considered "at risk", and all sorts of agencies could share
private and personal information without parental consent.
· A CPS worker from Harris County directly related that this bill could help
CPS keep track of families who move.
· If a public school wants a family to give a child medication or have the
child submit to various services, SB861 could conceivably give them more
ability to have CPS pressure the family of the "at risk" child.
· SB861 will allow a child's records to be used for research.
